A lake town that is mostly newer than the lake
Roofing in Rowlett, TX starts with Lake Ray Hubbard. The reservoir was finished in 1971, and Rowlett, bordered by it on the east and south, grew around it.
In 1970, while the new lake was still filling, Rowlett had about 2,200 people. The census found 7,522 residents in 1980, 23,260 in 1990 and 44,503 in 2000, and the 2020 count was 62,535. Put another way, most houses in Rowlett went up after 1980, and a large share of them in the building wave of the 1990s. State resolutions describe the city as having about 30 miles of lake shoreline, and a lot of that growth faced the water.
The city straddles two counties, Dallas and Rockwall, but one set of city building rules covers both sides. Rowlett Creek forms the western edge, and Garland lies beyond it.

Rowlett storm timeline
Two tornadoes in four years shaped the roofs on many Rowlett streets. Here is what the National Weather Service and local reporting documented.
- December 26, 2015. A tornado that formed in Sunnyvale crossed Garland and entered southeast Rowlett. NWS Fort Worth rated it EF-4 overall and EF-3 in Rowlett, and its records list one death in Rowlett. Harbor Drive was among the hardest-hit streets.
- December 2016. CBS DFW counted 1,296 Rowlett homes damaged or destroyed in that storm, with nearly 1,170 rebuilt or under construction a year later.
- October 20, 2019. During the night of the Dallas tornado outbreak, NWS surveyors found EF-1 damage on Hickox Road near the President George Bush Turnpike, with winds estimated at 100 mph.
- December 2023. Rowlett's mayor told WFAA that only four slabs remained where homes had stood before 2015.
The result is a city with an unusual mix: lake-era houses from the 1980s and 1990s on second roofs, and hundreds of homes rebuilt or re-roofed in 2016 and 2017 that are now about a decade old.
Registration first, permit second
Rowlett is direct about contractors. Its building FAQ calls registration with the city mandatory before a contractor begins any work, and its registration form files roofers under the general contractor category. Applications for both registration and permits go through the city's online permitting system, which is also where inspections are requested.
The city lists a new roof among the residential projects that need a building permit. A homeowner's part is simple: ask the roofer for its Rowlett registration and the permit number, and keep both with the contract. Rowlett Building Inspections is at 5702 Rowlett Road and answers at 972-412-6125.
City web pages and forms do not always agree on the current registration fee, which is one more reason to let the roofer handle the filing and to confirm anything unclear with the city directly.

Four reasons Rowlett homeowners pick up the phone
The rebuild roof turns ten
Hundreds of roofs went on in the year after the 2015 tornado. Many owners now want to know how those shingles are holding up before the next spring season.
Open water to the east
With the lake along the east and south, storm winds reach shoreline streets without trees or buildings to break them. Loose ridge caps and lifted edges are the usual signs.
Second roofs on 1990s houses
Houses from the 1990s boom are often on their second roof, and some are due for a third. That brings up tear-off, decking and ventilation questions.
A clean paper trail
Rowlett buyers and insurers ask about storm history. A registered roofer, a permit and a written warranty make the next sale or claim easier.

Leave the roof to the roofer. A wet or storm-hit roof is slippery, and damaged decking can give way, so keep off it and keep the ladder put away. Stay clear of any downed power line and report it to Oncor or your local electric utility, or call 911. Inside, pull furniture and electronics away from the drip, set out a bucket or towels, and keep everyone out of a room where the ceiling is sagging. Take photos from the yard and from inside, then call your insurance company and a roofer.
What to ask a Rowlett roofer
- Is your Rowlett contractor registration current today, and will you file the permit through the city's online system?
- If my roof went on after the 2015 tornado, can you tell what shingle it is and whether the maker's warranty was registered?
- On a lakeside lot, how will you fasten the edges and ridge to hold in strong wind?
- If this is a claim, will you meet the adjuster, and will you explain any gap between your estimate and theirs without promising what the insurer will do?
- Will your insurance carrier email me your liability certificate itself, rather than you handing me a copy?
- Which parts of the job does your written workmanship warranty cover?
Your deductible is yours to pay. The Texas Department of Insurance warns that a contractor may not waive your deductible, rebate it, or pad the estimate to cover it, and that a contract of $1,000 or more paid with insurance money must include a notice that you owe the deductible. Your insurer may ask for proof you paid it. A contractor also may not act as a public adjuster on a property it works on or may work on. If a roofer offers to "take care of" the deductible, hire someone else.
No state license for roofers. Texas does not license roofing contractors. A 2025 bill that would have had the state license re-roofers (HB 3344) cleared a House committee but never got a floor vote, and it died when the session ended. That puts the checking on you: ask for a certificate of liability insurance sent to you by the roofer's insurance agent or insurer, a written contract that lists the full scope, the permit or contractor registration your city requires, addresses of nearby jobs, and proof the shingle warranty was registered. The line does none of this checking for you. How to check a roofer in Texas.
