Roofing in Rockwall, Texas

Rockwall is the county seat of the smallest county in Texas and one of the fastest growing. One free number connects you with an independent roofing company that takes Rockwall calls.

A small county with a lot of new roofs

Roofing in Rockwall happens in a place that is short on land and long on growth. Rockwall County covers only about 147 square miles, the smallest county in Texas, and the City of Rockwall is its seat.

Lake Ray Hubbard bounds the county on the west, and that lakeside setting has drawn steady building for decades. The 2020 census counted 107,819 people in the county. In the year after that count, the county grew by nearly 8 percent, one of the fastest rates in the state at the time.

Growth like that means two very different roofing jobs side by side. Newer subdivisions are full of first roofs, some reaching the age where hail and summer heat start to show, while older houses have been re-roofed before and bring questions about layers and decking. Both kinds of homeowner call for the same reasons: a storm went through, a stain appeared, or a sale or insurance renewal is coming up.

DFW Expert Roofers does not roof houses. It is a free line that answers and connects you with an independent, locally owned roofing company that works in Rockwall.

Looking up a Rockwall roof permit from home

The City of Rockwall is unusually open about its permits. Here is how a homeowner can use that before, during and after a roof job.

  1. Know the rule. Rockwall Building Inspections says a new roof needs a city building permit first, whether the owner or the contractor applies.
  2. Ask about registration. General contractors register with the city, and the fee schedule says those registrations expire every year. A roofer that registered two seasons ago may not be current.
  3. Watch where it is filed. Permits and contractor registrations go through the city's CityWorks public portal, which also handles inspection scheduling and results.
  4. Look it up afterward. The city publishes permits-issued reports by month on its website. A roofing permit for your address should appear in one.
  5. Know what happens to shortcuts. Rockwall's permit application says contractors caught working without a permit can have their registration revoked and must reapply.

Questions about a particular job go to the permit technicians at 972-771-7709. Fees and procedures change, so confirm before you rely on any detail here.

Impact-resistant shingles and your HOA

If your Rockwall home is in a neighborhood with a homeowners association, its approval can be the slowest step in a re-roof. Texas law helps here. Section 202.011 of the Property Code says an association may not prohibit or restrict shingles that are designed mainly to resist wind and hail, to provide heating and cooling efficiency beyond customary composite shingles, or to produce solar energy.

There is a condition: once installed, the shingles have to resemble the shingles used or authorized in the subdivision. So the HOA can still weigh in on color and profile, and you should still submit the product information it asks for. What it cannot do is ban the category.

Whether a sturdier shingle is worth it for your house is a question for the roofer and your insurer. Ask the insurer whether it changes your premium or your coverage, and ask the roofer what the product's wind and hail ratings are.

Storms on the record in Rockwall County

The National Weather Service office in Fort Worth keeps a tornado history for Rockwall County going back to 1880. Two recent entries stand out.

April 3, 2012

During the North Texas outbreak that day, a tornado touched down in Rockwall County near Royse City and moved northeast into Hunt County. The NWS rated it EF-2, with a path about 3.1 miles long and up to about 400 yards wide.

October 20, 2019

The night an EF-3 tornado tore through north Dallas, NWS surveyors also found straight-line wind damage in Rockwall, and EF-1 tornado damage just across the lake in Rowlett and Sachse.

Most roof claims here come from hail and wind that never make a named list. After any hard storm, look from the yard for missing or creased shingles, dents on vents and gutters, and granules collecting at downspouts, then call your insurer before permanent repairs.

Leave the roof to the roofer. A wet or storm-hit roof is slippery, and damaged decking can give way, so keep off it and keep the ladder put away. Stay clear of any downed power line and report it to Oncor or your local electric utility, or call 911. Inside, pull furniture and electronics away from the drip, set out a bucket or towels, and keep everyone out of a room where the ceiling is sagging. Take photos from the yard and from inside, then call your insurance company and a roofer.

Questions for any roofer you are considering in Rockwall

  • Is your City of Rockwall registration current for this year?
  • Will the permit be filed in CityWorks before tear-off, and will you send me the number?
  • If my HOA needs to approve the shingle, will you supply the product sheet and color sample?
  • What wind and hail ratings does the shingle you are quoting carry, and what are the alternatives?
  • Who is your liability insurer, and will that company send me the certificate?
  • How long does your labor warranty run, and what voids it?

Your deductible is yours to pay. The Texas Department of Insurance warns that a contractor may not waive your deductible, rebate it, or pad the estimate to cover it, and that a contract of $1,000 or more paid with insurance money must include a notice that you owe the deductible. Your insurer may ask for proof you paid it. A contractor also may not act as a public adjuster on a property it works on or may work on. If a roofer offers to "take care of" the deductible, hire someone else.

No state license for roofers. Texas does not license roofing contractors. A 2025 bill that would have had the state license re-roofers (HB 3344) cleared a House committee but never got a floor vote, and it died when the session ended. That puts the checking on you: ask for a certificate of liability insurance sent to you by the roofer's insurance agent or insurer, a written contract that lists the full scope, the permit or contractor registration your city requires, addresses of nearby jobs, and proof the shingle warranty was registered. The line does none of this checking for you. How to check a roofer in Texas.

Rockwall roofing questions people ask

How do I choose among Rockwall roofing companies?

Start with what the city can confirm. Rockwall roofers register with the city as general contractors, and that registration expires every year, so ask whether it is current. Every new roof needs a city permit, and Rockwall posts permits-issued reports you can look through. Then ask for a liability certificate sent by the insurer, a written contract, and nearby jobs you can drive past. The Texas roofer checklist has more.

Does the City of Rockwall require a permit for a new roof?

Yes. Rockwall Building Inspections says a new roof requires a building permit from the city before work begins, whether the owner or the contractor applies. Contractors file permits and their registration through the city's online CityWorks portal and schedule inspections there. Permit technicians answer at 972-771-7709, and the office is at 385 S. Goliad Street.

Can my HOA in Rockwall stop me from using impact-resistant shingles?

Usually not outright. Section 202.011 of the Texas Property Code keeps a property owners association from banning or limiting three kinds of shingle: ones built chiefly for wind and hail resistance, ones built for better heating and cooling efficiency than ordinary composition shingles, and solar shingles. The catch is that, once on the roof, they must look like shingles already used or approved in the neighborhood. Your HOA can still review color and look, so submit the product sheet first.

Has Rockwall County had tornadoes?

Yes. The National Weather Service in Fort Worth keeps a Rockwall County tornado record back to 1880. On April 3, 2012, an EF-2 tornado began in Rockwall County near Royse City and moved northeast into Hunt County. On October 20, 2019, NWS surveyors found straight-line wind damage in Rockwall the same night tornadoes hit Dallas, Rowlett and Sachse.
