A small city on the lake's western arm

Roofing in Highland Village, TX happens in a city of about 16,000 people on the south side of the western branch of Lewisville Lake. The 2020 census counted 15,899 residents.

It started small. Residents voted 53 to 7 to incorporate on February 14, 1963, and the town had only 516 people in 1970 and 3,246 in 1980. Nearly all of its growth came after that, as the suburbs north of DFW Airport filled in. A Texas Senate resolution describes its beginnings as a rural farming community on the southern shore of the lake.

The city keeps a close eye on roofing work. It requires a permit to replace a roof and a registered roofer to pull it. DFW Expert Roofers is a free phone line, not a contractor: the call goes to an independent, locally owned roofing company that serves Highland Village, and that company handles the city side.

Highland Village's four roofing rules

1. A permit to replace the roof

The city's permit guide lists replacing a roof as work that needs a permit, and it is not valid until paid for, issued and placed on the job site.

2. A registered roofer

City ordinance requires roofing contractors to register, and the registration form asks for proof of current liability insurance. The form lists a yearly fee; confirm the current amount with the city.

3. A permit you can see from the street

The city asks that the permit be posted where it is clearly visible from outside. If you do not see one, ask the roofer for the number.

4. An inspection at the end

When the roof replacement is done, the homeowner or the contractor schedules an inspection. Do not make the final payment until it passes.

One more point from the city's FAQ: whoever pulls the permit, the owner is ultimately responsible for making sure it was obtained.

June 11, 2023 in southern Denton County

On the evening of June 11, 2023, storms dropped very large hail across the area west and south of the lake. NBC DFW gathered reader photos from neighboring Flower Mound and Argyle, and the Storm Prediction Center's preliminary storm reports list hail of 2 inches up to roughly 3 inches in Highland Village that night. Hail that large can crack shingles, split vent caps and dent metal flashing.

If your roof rode through that storm or a later one without a close look, a roof inspection can tell you whether there is damage worth discussing with your insurer. Keep in mind that a roofer may point out damage, but only you and your insurer settle a claim.

Leave the roof to the roofer. A wet or storm-hit roof is slippery, and damaged decking can give way, so keep off it and keep the ladder put away. Stay clear of any downed power line and report it to Oncor or your local electric utility, or call 911. Inside, pull furniture and electronics away from the drip, set out a bucket or towels, and keep everyone out of a room where the ceiling is sagging. Take photos from the yard and from inside, then call your insurance company and a roofer.

Questions to ask a Highland Village roofer

  • Does Highland Village have your company on its current registration list?
  • Will you pull the permit, and where will it be posted at my house?
  • Who schedules the final inspection when the roof is done?
  • Can your insurance agent send me the same liability certificate you gave the city?
  • If you replace decking, how is it priced and photographed?
  • For a hail claim: what did you find, and can I have your photos for my insurer?

Your deductible is yours to pay. The Texas Department of Insurance warns that a contractor may not waive your deductible, rebate it, or pad the estimate to cover it, and that a contract of $1,000 or more paid with insurance money must include a notice that you owe the deductible. Your insurer may ask for proof you paid it. A contractor also may not act as a public adjuster on a property it works on or may work on. If a roofer offers to "take care of" the deductible, hire someone else.

No state license for roofers. Texas does not license roofing contractors. A 2025 bill that would have had the state license re-roofers (HB 3344) cleared a House committee but never got a floor vote, and it died when the session ended. That puts the checking on you: ask for a certificate of liability insurance sent to you by the roofer's insurance agent or insurer, a written contract that lists the full scope, the permit or contractor registration your city requires, addresses of nearby jobs, and proof the shingle warranty was registered. The line does none of this checking for you. How to check a roofer in Texas.

Highland Village roofing questions

Is a permit needed for roofing in Highland Village?

Yes. The city's "Do I need a permit for that?" page lists replacing a roof among the projects that need one. The permit is not valid until it is paid for, issued and placed on the job site, and when the new roof is finished the homeowner or roofer schedules an inspection. Building Inspections is at 1000 Highland Village Road, (972) 899-5093.

Who is responsible for the roofing permit, me or the roofer?

Usually the roofer pulls it, because the city says the person or contractor doing the work typically does. The city also says the owner is ultimately responsible for making sure every needed permit was obtained. So check for yourself: ask for the permit number before work starts and look for the permit posted at the house.

Do roofing companies have to register in Highland Village?

Yes. A city ordinance requires roofing contractors to register with Highland Village, and a registered contractor must get the permit before doing any work. The registration form asks for proof of current liability insurance. Since Texas does not license roofers, ask for the registered name and compare it with the contract. The roofer-checking guide has more.

Who answers the roofing line for Highland Village?

An automated assistant, around the clock. It confirms the call is about roofing, notes what is going on and your town, and transfers you to an independent, locally owned roofing company that serves Highland Village. That company inspects and prices the work, and you pay it. DFW Expert Roofers does no roofing, charges you nothing and may be paid by the roofer for the referral.
