Roofing in Ennis, Texas

In Ennis, the city asks for a permit before repairing a structure and wants the work done by a contractor registered with City Hall. Call one free number any hour to be put through to an independent roofing company that takes Ennis calls.

Ennis, from the polka halls to the I-45 corridor

Ennis sits in eastern Ellis County along Interstate 45 and counted 20,159 residents in the 2020 census. It is one of the largest Czech communities in Texas, home of the National Polka Festival every Memorial Day weekend and the Bluebonnet Trails each spring. Its downtown historic district holds dozens of buildings from the railroad era.

A small city means fewer roofing companies based in town, and after a big storm many of the trucks in driveways come from somewhere else. Ennis has a rule that helps sort them: the city wants work done by a contractor that is registered with it.

DFW Expert Roofers owns no ladders and sells no roofs; it is a no-cost phone number. Software answers, learns what is wrong and where in Ennis the house is, and passes you to an independent, locally owned roofing company.

What the 2013 tornado taught Ennis

On the night of Wednesday, May 15, 2013, a tornado formed west of Interstate 45, crossed the highway south of Ennis Avenue and stayed on the ground for about six miles. The National Weather Service rated it EF-1, with peak winds near 90 mph. Downtown took the worst of it: buildings in the historic district lost roofs and walls, and city officials counted 25 homes and 40 commercial buildings severely damaged. No one died, and the only reported injury came from flying glass.

Some of the damaged downtown buildings drew demolition requests in the months that followed. The city instead looked for buyers who would restore them and offered incentives to do it, and the historic district came back.

It was not the first time. In March 2004 the Fort Worth weather office surveyed an F1 tornado that unroofed a mobile home, overturned semi trailers in southern Ennis and tore most of the roof off a warehouse and office building along Interstate 45.

The lesson for homeowners is simple. Even a tornado at the low end of the scale can strip roofs, and the weeks after a storm are when hurried, unpermitted work happens. A registered contractor and a permit on file give you a record if something goes wrong.

Leave the roof to the roofer. A wet or storm-hit roof is slippery, and damaged decking can give way, so keep off it and keep the ladder put away. Stay clear of any downed power line and report it to Oncor or your local electric utility, or call 911. Inside, pull furniture and electronics away from the drip, set out a bucket or towels, and keep everyone out of a room where the ceiling is sagging. Take photos from the yard and from inside, then call your insurance company and a roofer.

Getting an Ennis roof job on the books

  1. Call the city before work begins. Planning, Development and Inspections asks owners to call 972-875-6442 to find out what a project requires.
  2. Confirm the roofer is registered. The city keeps a contractor registration application and says work must be done by a registered contractor, or by the owner under a homestead permit.
  3. Apply through the portal. Since June 5, 2024, Ennis takes every building permit application through its online portal.
  4. Schedule the inspections. The permit holder books inspections, again only through the portal. If the roofer holds the permit, ask when each inspection is set.
  5. Pay the balance after it passes. Keep the last payment until the work is finished and any inspection is done.

Before you sign with a roofer in Ennis

  • Proof the company is registered with the City of Ennis.
  • Who will apply for the permit, and the permit number once issued.
  • A liability insurance certificate mailed or emailed to you by the insurer.
  • A written scope that names the shingle or membrane, the underlayment and the flashing.
  • For a flat roof on a downtown building, how water will drain and what happens at the parapet walls.
  • A payment schedule with no large cash deposit.

No state license for roofers. Texas does not license roofing contractors. A 2025 bill that would have had the state license re-roofers (HB 3344) cleared a House committee but never got a floor vote, and it died when the session ended. That puts the checking on you: ask for a certificate of liability insurance sent to you by the roofer's insurance agent or insurer, a written contract that lists the full scope, the permit or contractor registration your city requires, addresses of nearby jobs, and proof the shingle warranty was registered. The line does none of this checking for you. How to check a roofer in Texas.

Your deductible is yours to pay. The Texas Department of Insurance warns that a contractor may not waive your deductible, rebate it, or pad the estimate to cover it, and that a contract of $1,000 or more paid with insurance money must include a notice that you owe the deductible. Your insurer may ask for proof you paid it. A contractor also may not act as a public adjuster on a property it works on or may work on. If a roofer offers to "take care of" the deductible, hire someone else.

Ennis roofing questions

Must a roofer be registered with City Hall to work in Ennis TX?

The City of Ennis says all work must be done by a licensed trade contractor or a general contractor registered with the city, unless a homeowner pulls a homestead permit to do the work personally. For roofs, the safe course is to hire a company that has registered. Ask for proof, and call Planning, Development and Inspections at 972-875-6442 if you want to confirm it.

Is a permit needed to fix a roof in Ennis?

The city requires a building permit before anyone constructs, alters, enlarges, moves, demolishes or repairs a residential or commercial structure inside city limits. Its permit page does not name roofing on its own, so ask the city about your specific job before work begins. Since June 2024 every application goes through the city's online portal, and the permit holder schedules inspections there.
