A railroad town turned fast-growing suburb
Anna began beside a north-south rail line that came through in 1873. The town was platted in 1883 with about twenty residents and incorporated in 1913. By the 2020 census it had 16,896 people, and Census Bureau estimates for 2024 to 2025 placed it among the five fastest-growing U.S. cities of 20,000 or more.
Much of that growth is new subdivisions in northern Collin County, which means a lot of roofs of similar age and, when hail comes through, a lot of roof claims at once. Anna's city rules for roofing are clear and fairly strict, and knowing them helps you sort careful roofers from fast ones.

The City of Anna's roofing requirements
The 3-square line
New roofs and re-roofing need a permit unless the repair is 3 squares or less, which is about 300 square feet of roof.
Who can pull it
Only a registered general contractor, or a homeowner working on a homestead that shows a homestead exemption with the appraisal district.
Tear-off and new underlayment
The old roof comes off and new underlayment goes down. The application has to describe all work, including decking or rafter replacement.
Surprises after tear-off
If damaged decking appears once the shingles are off, the city asks to be contacted so the permit can be modified. Gas and plumbing vents must be reconnected by the contractor.
Contractor registration costs $100, lasts one year and requires liability insurance of $500,000 with the City of Anna as certificate holder. The fee schedule says no construction permits are issued without it. The Building Department is at 120 W. 7th Street, Suite 142.
When the doorbell will not stop

After one hailstorm, NBC DFW talked with an Anna homeowner who had been approached by roofers at least 30 times. Anna police told the station they usually see about one door-to-door solicitor application a month, and they had received 70 in two days, every one from a roof or hail repair company. Police said they were checking permits and shutting down sellers who did not comply.
Anna requires a permit for door-to-door sales, so asking for it is fair. Even with a permit, a solicitor is just one option. Take a card, close the door, and decide after you have a second estimate from a company you contacted yourself.
Northern Collin County has a tornado record too. During a May 2006 warning, the National Weather Service received spotter reports of tornadoes near Anna and Westminster.
Leave the roof to the roofer. A wet or storm-hit roof is slippery, and damaged decking can give way, so keep off it and keep the ladder put away. Stay clear of any downed power line and report it to Oncor or your local electric utility, or call 911. Inside, pull furniture and electronics away from the drip, set out a bucket or towels, and keep everyone out of a room where the ceiling is sagging. Take photos from the yard and from inside, then call your insurance company and a roofer.
Your deductible is yours to pay. The Texas Department of Insurance warns that a contractor may not waive your deductible, rebate it, or pad the estimate to cover it, and that a contract of $1,000 or more paid with insurance money must include a notice that you owe the deductible. Your insurer may ask for proof you paid it. A contractor also may not act as a public adjuster on a property it works on or may work on. If a roofer offers to "take care of" the deductible, hire someone else.

Ask an Anna roofer
- Are you registered with the City of Anna this year, and is your insurance certificate on file with the city?
- Does the job go over 3 squares, and if so, who files the permit?
- Does your price include tear-off and new underlayment?
- How will you handle and price bad decking, and will you update the permit if you find it?
- Who reconnects the gas and plumbing vents, and when is the final inspection?
No state license for roofers. Texas does not license roofing contractors. A 2025 bill that would have had the state license re-roofers (HB 3344) cleared a House committee but never got a floor vote, and it died when the session ended. That puts the checking on you: ask for a certificate of liability insurance sent to you by the roofer's insurance agent or insurer, a written contract that lists the full scope, the permit or contractor registration your city requires, addresses of nearby jobs, and proof the shingle warranty was registered. The line does none of this checking for you. How to check a roofer in Texas.
Hail dents, a leak, or a stack of solicitor flyers on the counter? Call and tell the assistant what is going on. An independent roofing company that serves Anna looks at the roof and prices it in writing. Many roofers inspect without charge; ask on the call.
How an Anna call works
- Dial the lineAn automated assistant picks up (469) 649-7066 any time and asks what you need. The same number also takes air conditioning, heating and pressure washing calls, so say "roof".
- Tell it about the roofHail, a drip in the ceiling, shingles in the yard, a tree limb, or an aging roof you want checked, plus your town and how soon you need someone.
- Get transferredThe call goes to an independent roofing company that is locally owned and works in Dallas-Fort Worth. It hears a quick summary of your call before it answers.
- Work with that companyIt inspects, prices and does the job, and you pay it (or your insurer does, as you arrange). If it cannot pick up, it gets your name, number, town and need so it can call you back.
